The motivation for conducting this review arose from remarks made by agro-biotechnology industry managers during interviews for a recent project looking at Policy Influences on Technology for Agriculture (PITA) . They claimed that the United States (US) Food Quality Protection Act (FQPA or The Act) had had significant impact on their pesticide development strategies, favouring compounds that had better health or environment-related profiles than those already on the market.

In line with Innogen's work concerning national and international policy environments, this review of the FQPA was undertaken to understand the Act's requirements for pesticide registration, to explore the Act's impact, if any, on the properties of pesticides being registered, to assess multinational firm responses to its introduction and to analyse the impact, if any, of public or industry pressures on shaping regulatory developments and responses, since the introduction of the Act.
