This consultation response builds on over 20 years of research at the Innogen Institute and its predecessor organisations on the interactions between innovation and regulation, particularly in life sciences. We have charted the evolution of regulatory systems, nationally and internationally, pointed out the implications for innovation and the bioeconomy of particular regulatory choices, and advised governments, policy makers and industry on regulatory adaptation and how it could enable the development of innovations that are safe, effective and societally useful.
